A number of us have been exploring ways to streamline peer feedback among students, and particularly within project teams. A tool that we have been using with good success in recent years is TEAMMATES, which is built using Google Apps APIs.
TEAMMATES allows us to set up feedback flows so that students can give each other peer feedback (optionally anonymous) in both qualitative and quantitative ways, and we can then instantly publish that feedback to its intended recipients.
While it takes some configuration initially, we are able to schedule feedback collection and distribution very easily.
